Does ASIO not allow two audio programs?

Does ASIO limit a computer to running one audio program at a time? In other words if I have ASIO running in Ntrack can I use Sound Forge as my second audio editor if both are running out of ASIO?
Also, can I change back-and-forth between ASIO and WDM? I think the answer is no, but I am trouble shooting my 'out interface and I’m trying to chance lock ups in Ntrack.

Asio can’t be shared between two apps. n-Track audio engine must be stopped before going into the other app. Try opening the Settings -> Audio devices box before switching app.
