Thing is, the Blondie thing was just ugly and small and uninteresting, and the Pistols thing could easily be interpreted as mere posing - the corporate profit machine ate up punk and commodified the dissent by about 1977. Johnny Rotten has absolutely no space left for counter-culture, since the masscult became counter-culture.
