cut and paste volume envelopes
Can I cut and past a volume envelope from one track to another track or file - getting rid of the music but applying the same volume control to another music track?

Yes, you can.
click + drag over the area of the volume envelope that you want. should see a hi-lighted section over that area. right click go to envelopes select copy.
then go to the the other track follow the same procedure and select copy.
