MIDI file import, offset not honoured

Apologies if this has already been reported, but I discovered last night when importing MIDI files, that it does not honour the offset - the MIDI always comes in at bar 1:1:0.

Hi Ian,

the offset and track to insert into are meant for importing audio files, they are showing up incorrectly for midi files, the next build will fix the issue.
