I was wondering if it was posible to take a wave and shift it down a octave =)

Yes
n-Track has a pitch shifter plugin packaged with it and it works quite well if you set it to maximum accuracy (note this takes the longest to calculate though so is not suitable for real time processing but fine to apply and then do an offline mixdown).

I used to record bass lines by recording my guitar and then pitch shifting down 1 octave before I had a bass guitar.
