Station automation

Na then chums,
My brother in NZland runs a community radio station.
It’s a one-man thing (I think that also includes the audience ) and he wants to automate it.
At present he’s using Winamp and creating playlists but he would like to have the thing running completely on "auto pilot"
I’m not au fait with this kind of stuff so I thought I’d enlist the help of composite brain of the NTrack forum.
Something that will schedule music based on genre, (it’s a Christian station) time of day, will automatically play station idents and jingles etc… and most important, will auto-start in the event of a power outage / crash.
One more thing, it has to be “affordable” (i.e. free) Yes, he’s a Yorkshireman too
All suggestions, if physically possible, will be received gratefully, and entered into the one trillion dollar December 2135 draw to be held on Phobos. Winning ticket holders must collect the prize in person.
