It seems to be “on”. If I click it, it changes to the normal “off” icon. If it is “on”, why isn’t it green like other plugins?
The blue ‘watch’ icon indicates that a plugin is adding some latency. The specific amount of latency is visible in the plugin window (on mobile scroll a bit below the plugin, the latency sign is on the right).
The latency is automatically compensated by n-Track so that the track sounds in sync with the other tracks.
Plugins that add latency are not recommended to be used when you’re recording new tracks, as they add latency to the whole song, but are perfectly fine in the mixing and mastering phase.

Thanks for the timely explanation! Is this a new feature in version 10? Until I upgraded from version 9, I never saw this icon when using the same plugins.
I believe this has been added in 10.2. It’s meant as an heads-up to make the user realize that the plugin has latency, which might be troublesome when you’re recording or playing instruments live.
